Prior to acquisition, the Charlotte Surgery Center (CSC) ground-leased 76 parking spaces located on an adjacent parcel with a remaining term of up to 7 years. To satisfy the parking need of the growing ASC, Flagship contracted for, rezoned and then purchased – simultaneously with the CSC – an adjacent 8.0 acre parcel on Sam Drenan Road for future development.

The City of Charlotte and Grier Heights neighborhood would not accept a straight commercial rezoning of the 8.0 acre parcel. Flagship reached out to Grier Heights neighborhood leadership to determine what uses would be supported and learned the community was interested in for-sale single family mixed-income housing with an affordable component.

Flagship interviewed potential partners to develop a housing component and ultimately chose Dream Key Partners (DKP), formerly Charlotte Mecklenburg Housing Partnership. Flagship and DKP together won support for a mixed use rezoning that allows for a housing component on the back half of the 8.0 acre site and a parking lot plus a new ± 12,500 SF medical office building on the front half of the site.

This new development will include approximately 80 parking spaces to be permanently vested with the Charlotte Surgery Center ASC.
